Query on Business studies 1 mark question

Hi all.

I have seen a Business studies question for X11 standard which goes like this....

A Company needs a detailed plan for its new project. Construction of a Shopping Mall..
What type of plan is it?
According to the NCERT book, and my understanding, the answer for this should be Programme...but many guides have different answers.

Any of you have any views on this?

You can search NCERT Book or www.wikipedia.org for details.

The answer is 'Programme' as we are talking about 'detailed plan'.
Detailed plans require every thing to be included, thus this is the answer.
